is a story about a hippopotamus falling madly in love with a butterfly,
but he wondered how they could ever consummate the relationship.
So he went to the wise old Owl for advice. Mr. Owl told him, "It's easy... turn yourself into a butterfly."
The
hippo was so happy and ran to tell the beautiful Ms. Butterfly. Then
suddenly he stopped and went back to Mr. Owl. "How can I turn myself
into a butterfly?"
"I just make policy, I don't carry it out", replied Mr. Owl.
